Batangas Provincial Hospitals As Economic Enterprise

As mandate of the Provincial Government to expediently deliver our devolved health services to all Batangueños and make quality health service universal, Governor Hermilando “Dodo” I. Mandanas as Chairperson of the Batangas Provincial Economic Enterprise Board (BPEEB), passed Resolution No. 05-2018 converting the Lipa City District Hospital, Laurel District Hospital, and Apacible Memorial District Hospital as economic enterprise.

Tapping the resources of the private sector to address the needs and solve the problems of the public, the Provincial Government of Batangas (PGB), through Provincial Ordinance No. 016-2017 entitled “Batangas Public-Private Joint Venture”, now accepts unsolicited proposals from the private sector, with negotiated terms subject to comparative proposals and general guidelines as follows:

a. The PGB will accept unsolicited offers from private sector proponents (PSP) who are qualified and financially capable to administer hospitals;
b. The PGB will commit ₱1B for Capital Outlay (land, building, equipment), while PSP will invest in Personnel Services (PS) and Maintenance and Other Operating Expenses (MOOE);
c. Batangas Provincial Hospital (BPH) personnel will remain as government employees and will still receive their salaries and benefits accordingly;
d. The PSP will be responsible for all the damages its management may incur;
e. The PGB will prepare the budget and its appropriation, with the PSP to implement.

The Local Health Board (LHB), comprised of Governor Mandanas, Provincial Health Officer Dra. Rosvilinda Ozaeta, and Chiefs of Hospital of all BPHs, has adapted this Resolution on its meeting last September 19, 2018 and has started accepting proposals from private healthcare providers. As of today, the LHB received an unsolicited proposal from Nephro Synergies and is now subject to a 1-week evaluation and a 30-day preparation of terms of agreement. – Katrin Buted
